Referring to Viscount Harcourt's Circular despatch of the 28th April, 1915, and to Mr. Long's Circular despatch of the 22nd December, 1917, I have the honour to forward for your consideration and approval the enclosed Certificate of Naturalization of Mr. Ip Lan-chuen, who was born at Fatshan in the Province of Kwongtung on the 29th October, 1866, together with the following documents in support thereof;-
